Partly: if you turn it on under Profile → Advanced, budget changes made without a connection are queued on this device. Otherwise Westara needs an internet connection.
Turning on offline edits
Open Profile → Advanced.
Tap Enable offline edits.
After that, budget changes made without a connection wait on this device and are sent once you're back online. Under Profile you can see how many changes are waiting and when they were last synced.
Without a connection
If you open Westara without a connection, the app shows an offline page. Your other data, such as the Overview and Holdings, isn't stored for offline use. If offline edits are turned off, budget changes made without a connection aren't queued.
